Are Doing Business reports still valuable, and should the World Bank discontinue them? During the Doing Business report’s second and third editions, the World Bank found inconsistent data. The alleged data irregularities were found in the 2020 and 2018 editions. This investigation was conducted by WilmerHale law firm, and was designed to uncover any ethical concerns involving staff members at the bank.

The suspension of the Doing Business reports may be a temporary step, as World Bank officials check whether the data were collected properly. The World Bank should make it clear that its project is sound, and a country-specific judgment based on useful data is better than no data. The World Bank should not allow this to derail the credibility of its Doing Business rankings. But the Bank should not stop publishing the Doing Business reports altogether.

This latest Doing Business report came amid a flurry of controversy surrounding the publication. Azerbaijan and Saudi Arabia had their scores recalculated after the report was released, resulting in them not improving. The UAE was also placed below Jordan, suggesting improper manipulation of the data. Azerbaijan’s score, which was not adjusted for these errors, would remain 16th on the world ranking. The World Bank’s Doing Business report has come under fire recently after a scandal involving a former chief economist. Paul Romer said that data used in compiling the report could have been skewed in favour of certain countries. Meanwhile, civil society groups pointed out that the Doing Business report endorsed deregulation and lower taxes, despite the World Bank’s stated concerns about inequality.
